Rolling Access
State
Budget Cuts Resulting In Changes to Rolling Access
Program
Over
the years, hundreds of families have utilized Rolling
Access funding through The Arc. Rolling Access has helped
families cover various costs such as respite care, camp,
diapers, medical expenses not covered by insurance and
childcare. State budget cuts reduced the amount of Rolling
Access dollars across the state. It was also found that
agencies throughout Maryland varied in the ways they
distributed funds. As a result of state cuts and varied
distribution, the Developmental Disabilities Administration
(DDA) has taken a second look at Rolling Access and
is making changes that will affect both providers and
families.
Rolling
Access will now be replaced by Low Intensity
Support Services (LISS). While some principles
will remain the same - $3,000 is the maximum amount
a family/individual may utilize in one year –
DDA is updating policy and guidelines as to what LISS
funding can be used for.
In
information emailed to providers, DDA stated that LISS
is designed to be one-time only; therefore, once in
a lifetime. It is not an on-going funding source for
reoccurring services or items, such as annual summer
camps or diapers. LISS is designed for individuals who
are not receiving any other services with the exception
of service coordination. LISS will be accessed as the
payor of last resort, so all other options must be explored
and accessed prior to utilizing LISS funding.
While
The Arc is submitting a proposal to the DDA to provide
LISS, there is no guarantee the agency will be selected
to administer LISS as only one or two providers will
be selected for the Southern Maryland Region. We will,
of course, continue to keep you updated on LISS and
other programs that will be impacted by state budget
